Chief Ministers of Bihar, West Bengal, Odisha and Jharkhand are members of the council.
Chief Ministers of West Bengal and Odisha are unlikely to attend the meeting.
It is likely that the meeting could recommend steps to be taken on matters of common interest in economic and social planning, border issues, linguistic minorities and inter-state transport.
