Patna: The mindset of the people of Bihar
requires to be changed and the democratic psyche improved to
counter the Maoist threat in the state, Chief Minister Nitish
Kumar on Tuesday said.

Maoists cannot be countered by the use of force and all
round development along with launching of welfare measures
could bring the ultras back to the mainstream, he said
replying to queries by newsmen for his comment on the Maoist
attack at Shilda in West Bengal.

``In anti-Maoist operations some of the ultras would be
arrested, few would be killed and their weapons seized but the
Maoists can be brought back to the mainstream only when the
state launches development schemes and takes the inititaive to
check corruption.``

Kumar said while dealing with Maoists human rights
should not be violated though the use of force against
recalcitrant persons cannot be ruled out.

Police should be equipped with the latest weapons to
combat the Maoists, he added.
