Govt rejects CVC proposal for setting up neutral committee

Government has rejected a central vigilance commission proposal for setting up a neutral committee to suggest names for appointment to all sensitive posts like the principle applied in the case of directors for CBI and enforcement directorate.

''The nature and job requirement of director, CBI and
director, enforcement directorate are not similar to the
nature and functions of most other sensitive posts and,
therefore, it would not be possible to adopt a uniform
procedure for filling up various posts,'' Minister of State
for Personnel Vasundhara Raje said in a written reply in the
Rajya Sabha.

Government has rejected a central

committee to suggest names for appointment to all sensitive

CBI and enforcement directorate.

Central vigilance commissioner N Vittal had expressed the
view that in order to de-link the possibility of corrupt
elements in the bureaucracy or politics coming together, the
principle, as used for filling up the post of directors of CBI
and ED, of neutral committees to suggest a panel of names for
each of these posts, could be adopted for all sensitive posts,
the minister said.

“The CVC had suggested that the appointment to sensitive
posts should be made only from the panel recommended by the
neutral committee and the officer so appointed should be in
position for two-three years and should not be disturbed,” he
said.

''It is not possible to draw any analogy between the
posts filled under the central staffing scheme with that of
the post of director, CBI or director of enforcement
directorate,'' the minister said.
