Chandigarh: Haryana Chief Minister Manohar Lal Khattar today directed officials to conduct a survey to identify all unauthorised colonies in the state for regularisation or declaration as development deficient, requiring basic developmental works.
The Haryana Government would soon conduct a survey of all unauthorised colonies in the state with more than 50 per cent construction as on March 31, 2015, an official release said here today.
The decisions were taken at a high-level meeting presided over by Khattar where he asked concerned officials to conduct survey expeditiously to identify all unauthorised colonies, it said.
The availability of at least 10-foot arterial road is considered necessary for consideration for regularisation or declaration of a colony as development deficient, requiring basic developmental works.
Recognising the basic necessity of making water and electricity available as existential right of the citizens because of humanitarian considerations, the Chief Minster has directed that electricity and water connections should be provided to all households in the state, irrespective of the fact whether the household is located in an authorised or unauthorised colony, the release said.
"He (CM) feels that since water and power constitute the basic necessities for a decent living, the state cannot be a mute spectator to the denial of this facility to the residents," the release said.
"The Chief Minister has directed that in order to ensure that no unreasonable rights on power and water connection accrue to any such household living in an encroached piece of land or unauthorised colony, temporary connections be given in such areas," it said.
In the meeting, Khattar accepted the suggestions made by the Power Department that bills to such households be issued in different colour scheme, and that an affidavit or indemnity-bond foregoing any claim regarding the ownership of such connection, be obtained from them.
The Chief Minister said that the provision of temporary connections will enable the power utilities to convert all such connections, currently operationalised in urban, semi-urban areas by such people who are denied authorised electric connections, into authorised connections, thereby reducing the Aggregate Technical and Commercial losses.
On the issue of providing temporary electric and water connections in the restricted zone around the ammunition depot of Gurgaon, it has been decided to obtain suitable clearance from the high court, the release added.
