New defence finance secretary takes over

Vijayalakshmy K Gupta, a 1974 Indian Defence Accounts Service officer who last year formulated the country`s 3G spectrum auction procedures, took over as the defence finance secretary on the retirement of incumbent Nita Kapoor.

New Delhi: Vijayalakshmy K. Gupta, a 1974 Indian Defence Accounts Service officer who last year formulated the country`s 3G spectrum auction procedures, Friday took over as the defence finance secretary on the retirement of incumbent Nita Kapoor.

Gupta was till recently member (finance) in the Telecom Commission, a defence ministry release said here.

She also headed the inter-ministerial committee that finalised the design of the auction of 3G Spectrum in May 2010 that yielded unprecedented revenue of more than Rs.1.06 lakh crore to the public exchequer, far exceeding the reserve price of Rs.35,000 crore.

From September 2005 to November 2008, she was the financial advisor to the 2010 Commonwealth Games Organising committee, responsible for budget formulation, expenditure control, financial reforms, manpower planning and risk management, among others.

A post-graduate gold medallist in political science and public administration from Bombay University in 1974, Gupta also acquired a doctorate degree in women`s human rights from Barkatullah University in Bhopal last year.

She has also held several key assignments, including in women and child development ministry, and has served as additional financial advisor in the defence ministry.
