Frequent vacuuming is a great way to keep the carpets clean and dry. It will not make it damp in any manner.

Sun drying also helps as any kind of moisture is sucked out by the sun making it fresh and dry.

If you do not want to use the carpets during monsoon at all then roll them up and stack them in the store room to keep them clean and dry.
