Delhi HC takes suo motu cognizance of traffic cop's attack on woman

The Delhi High Court on Tuesday took suo moto cognizance of an incident in which a head constable of Delhi Traffic Police had allegedly hit a woman with a brick in a fit of rage after she refused to bribe him.

New Delhi: The Delhi High Court on Tuesday took suo moto cognizance of an incident in which a head constable of Delhi Traffic Police had allegedly hit a woman with a brick in a fit of rage after she refused to bribe him.

The matter is listed to be heard tomorrow by a bench headed by Chief Justice G Rohini which took cognizance of the incident from media reports.

The incident occurred in the Golf Links area near India Gate on May 11 following an altercation between the cop, Satish Chandra, and Ramanjeet Kaur, a mother of three, over a minor incident of traffic violation.

The incident was captured on camera and the video clip showed the woman picking up a brick and hurling it at the policeman's bike while the constable was seen attacking her back with another brick.

Soon after the incident, Chandra was initially suspended and then dismissed from service with immediate effect as the incident triggered widespread outrage.

Chandra was arrested after a criminal case was filed against him and later remanded in 14 days of judicial custody by a trial court.

The woman had alleged in her complaint to the police that Chandra demanded a bribe of Rs 200 accusing her of violating traffic rules and, when she insisted on being given receipt, he abused her and hit her with a brick in front of her three minor children, one of whom is just five-month-old.

A case was registered against Chandra at Tuglaq Road Police Station under Section 323 (punishment for voluntarily causing hurt), Section 341 (punishment for wrongful restraint) and Section 427 (mischief causing damage to the amount of fifty rupees) of IPC and Section 7 (public servant taking gratification other than legal remuneration in respect of an official act) of Prevention of Corruption Act.
