Panaji: A social activist-cum-lawyer here on Thursday filed a caveat before the Goa bench of the Bombay High Court against state Governor S S Sidhu.

The caveat has been filed by Aires Rodrigues anticipating
that the Governor may move the High Court against the notice
issued to him by Goa State Information Commission directing
him to personally appear before it on January 4, 2011.

The Governor is being summoned in connection with a
complaint filed against him for not complying with the RTI
Act.

Rodrigues in his caveat today, has prayed that no order
be passed without notice to him on any petition that may be
filed before the High Court by the Governor or his Special
Secretary.

Goa State Information Commission yesterday directed the
Goa Governor to personally appear before the Commission.

Governor Sidhu has been claiming that he is not a "public
authority" and does not come within the purview of RTI Act.

Rodrigues had sought report about a complaint filed by
him against Advocate General from Raj Bhavan. The Governor`s
office had, however refused to give information in this
connection.
