The Mufti Sayeed-led government is grappling with the situation and making efforts to "resolve this crisis at the earliest and put the system back on the rails", PDP general secretary Nizamuddin Bhat said while addressing a day-long convention of party delegates in Baramulla in north Kashmir.

"Thousands of regular employees, daily workers, casual labourers and adhoc appointees in various departments are without salaries and wages for months together. The government is grappling with the crisis created due to corruption, callousness and appeasement for petty political ends by the previous regime," Bhat said.

"The administrative mess and financial liabilities are a backlog of NC-Congress coalition," he said, adding "the government is focused to resolve this crisis at the earliest and put the system back on the rails."

He said several development projects were on hold and infrastructure was in shambles when Sayeed took over as Chief Minister about three months back.

The Chief Minister conducted extensive tours to personally see that the "derailed system is activated", Bhat said, adding Sayeed's personal interest and supervision has "lent a direction to the administration and has given a fillip to developmental activities initiating a healthy trend."

He said every sector was being put on the rails by the Mufti dispensation through a focused activity.

"The infrastructure building has taken pace with improvement in weather, dilapidated roads and bridges are being restored quicker than imagined.

"Horticulture, agriculture and rural development sectors have already taken a positive step forward to the satisfaction of all concerned," he said.

Bhat said the administration would be made more active and answerable so that key sectors including health, power and consumer affairs also bring quick relief to people.
