`Karna Govt adopting discriminatory policies against staff

Bangalore: Karnataka State Human Rights
Commission Chairman Justice S R Nayak today hit out at the
State Government for its "discriminatory" policies and said it
is exploiting employees hiring services on a contract basis.

Speaking at a seminar on `Contract labour and its
consequences on the national economy and working class` here,
Justice Nayak said "here is a government of exploitation."

"The ruling elite in the State is against the content
and spirit of human rights", he said.

The Government, he alleged, has been "discriminating"
among its employees by denying equal pay and allowances to
contract employees.

"Officials of the Finance Department have been exploiting
employees in my office by paying lower payscale and allowances
compared to other staff,” he said.

The Karnataka Child Rights Commission Chairperson and its
members have been denied allowances by the Government and it
was difficult for the commission to discharge duties
effectively, Justice Nayak said.

Recalling a few judgments of the Supreme Court, Justice
Nayak said the court judgements denied equal pay for equal
work and such judgements were against the spirit of the right
to equality, right to social justice and right to development.

Noting the consequences of globalisation, liberalisation
and privatisation of the economy on contract labour, he said
multinational companies had set up offices in the country to
exploit cheap labour. "The Special Economic Zones have been
totally diluting human rights by exploiting the labour," he
said.
