Centre surveying civil servants for opinion on policies

The Centre is conducting an exhaustive survey amongst officers of ten civil services in the country to assess their perceptions on government polices and works which would help rule makers frame future goals.

New Delhi: The Centre is conducting an
exhaustive survey amongst officers of ten civil services in
the country to assess their perceptions on government polices
and works which would help rule makers frame future goals.

The report of the on-line survey, to be completed by
February 15, is proposed to be unveiled by Prime Minister
Manmohan Singh during the Civil Services Day on April 21.

The questions put to the officers range from asking
their opinion on senior secretarial posts being opened for
non-IAS officers, to seeking retirement from services as a
result of "serious political interference and harassment."

The 43-point questionnaire named `State of Civil Service
Report` asks the civil servants to elicit their responses on
"disappointment about lack of recognition of one`s worth and
postings which are either inconvenient or inconsequential"
among others, as reasons for them to leave service.

Officers are also asked to indicate their level of
agreement on having being provided adequate financial
resources to accomplish a job and having support of "competent
and adequate" staff, under the quality of work environment
sub-head.

The survey is being conducted by the Centre for Good
Governance, Hyderabad on behalf of the Ministry of Personnel,
Public Grievances and Pensions amongst the officers of Indian
Administrative Service (IAS), Indian Police Service (IPS),
Indian Foreign Service (IFS), Indian Railway Personnel Service
(IRPS), Indian Postal Service and five others.

The survey-- which allows multiple responses and options
like `strongly agree`, `agree` and `disagree`-- also asks the
officers to respond about harassment and discrimination on
grounds of granting sexual favours or belonging to a specific
group among others.

The survey also asks the civil servants to "indicate
their agreement" with statements like "corrupt civil servants
manage plum postings and honest civil servants are harassed
through baseless complaints and initiation of investigations
by vested interests."

The survey asks the officers to respond if senior
officers are able to inspire their juniors with a positive
vision and are impartial and fair in their dealing with
sub-ordinates by choosing "all the time" or "most of the time"
options.

The officers are also asked to rate and indicate their
level of agreement with regard to performance appraisal system
being fair and objective and promotional opportunities in
terms of the appraisal system being "effective in filtering
the incompetent officers from reaching the top."
