New Delhi: The Left parties, which had
sought ratification of the Indo-US nuclear deal by Parliament
two years ago, today pressed for such a provision for
international treaties of national importance.

Participating in the debate on a Private Member`s
Resolution moved by Brinda Karat (CPI-M), they said similar
practices were prevalent in other countries.

Gyan Prakash Pilania (BJP) said international treaties of
permanent nature should have sanction of all parties.

He said the practice of ratification of such treaties by
the Senate exist even in USA and added that "these are the
ways of ensuring that a treaty gets its sanctity".

Matilal Sarkar (CPI-M) said any treaty, in which
sovereignty and interests of the country is involved, has to
be ratified by Parliament. Treaties "other than of technical
and executive nature" should be brought before Parliament for
ratification, he said.

Referring to the recent treaty signed by India with ASEAN,
Sarkar said the decision to open Indian markets for their cash
crops will land indigenous products in trouble.

EMS Natchiappan (Cong) said political parties should not
oppose any treaty related to foreign policy once the
government takes a decision, though it should be discussed by
all parties before a final view is taken.

Najma Heptulla (BJP) said Parliament should have the right
to accept or reject treaties. Government must come to
Parliament before signing treaties, she said.

N K Singh (JD-U) said whatever involves the interest of
the common man should be placed before the Parliament, while
P Kanan (Cong) wanted to know if it was possible for a
Government to sign a pact and then get it ratified.
