Itanagar: Arunachal Pradesh is planning to replicate the Sikkim model of State Institute of Capacity Building (SICB) in the state.
Currently on a study tour to Sikkim, state Agriculture, Horticulture, Animal Husbandry & Diary Development Minister Setong Sena, who was impressed with the concept announced that he would move the Cabinet for introducing the concept in his state, official sources said on Tuesday.
Seeking necessary guidance and expertise from Sikkim for the same, he said that Chief Minister Nabam Tuki, keen in making the youth worthy citizens and true partners of nation-building through capacity building which in turn would solve the nagging unemployment problem, would be happy to appreciate the concept which would ultimately spring up in all the 60 assembly constituencies of the state.
While lauding the Sikkim government, particularly chief minister Pawan Kumar Chamling for conceiving the idea of setting up of SICB aimed at tackling unemployment, he pointed out that Sikkim is a progressive state and could be a role model for the country for its pioneering endeavours in various fields, particularly tourism, horticulture and agriculture for speedy socio-economic development of people.
Sena accompanied by Agriculture Commissioner Hage Kojin, Agriculture (Marketing) Director AK Purkayastha among others reached Sikkim Sunday evening on a three-day trip to learn more about livelihood schools set up in this Himalayan state.
SICB chief administrator SD Dhakal told the visitors that Chamling had conceived the SCIB as an autonomous institute on December 27, 2009 for rooting out the deep-rooted corruption by removing poverty, illiteracy and unemployment for building a prosperous and self-reliant Sikkim, and subsequently, set up the Directorate of Capacity Building and launched the CM?s Youth Empowerment Scheme to ensure his dreams come true.
Dhakal said that the SICB aims at creating human resources in areas identified through public demands, including tourism (8000), handicraft (3000), transport (1000), agriculture & allied (4000), construction (5000), retail business (1500) and industry (5000) by 2015.
Only Sikkimese in the age group of 18 to 34 are admitted to such schools with a monthly stipend of Rs 2,500 subject to 85 per cent attendance taken daily through MIS, which the state government provides besides 3-year interest free loan to those interested to start their ventures.
The poor students incapable of higher studies within or outside the state or the dropouts are chosen for various short courses in the SICB (with annual intake capacity of 1,500) with hostel and boarding facilities.
The courses on offer include foreign language; computer software and hardware; retail management; spoken English and personality development; driving and tour guide courses (self employed); spa, beautician and keshkala; hospitality services; security guard services; electrical course; cutting, tailoring and apparel design; horticulture/floriculture (high cost green house provided by GoS for self-employment); assistant work supervisor; animal husbandry and veterinary services (self employed) and junior laundry supervisor.
