SCW report on Pipili rape case challenged in HC

A writ petition was on Wednesday filed in the Orissa High Court to quash the February 1 report of the Odisha State Commission for Women (SCW) chairperson on the Pipili rape case.

Cuttack: A writ petition was on Wednesday filed in
the Orissa High Court to quash the February 1 report of the
Odisha State Commission for Women (SCW) chairperson on the
Pipili rape case.

The petition filed by Nationalist Lawyers’ Forum
secretary Nishikanta Mishra also urged the High Court to
initiate contempt of court proceedings against SCW
chairpersons Jyoti Panigrahi for making public her view when
State High Court is seized of the matter by regularly
monitoring the investigation into the alleged gangrape case.

"Jyoti Panigrahi is the chairperson of the Commission
which has other members too. How could she paint her personal
opinion as the opinion of the Commission," asked Mishra saying
that the three-page report submitted to the government has the
signature of Panigrahi alone.

Questioning the necessity of such a report at a
time when the crime branch police is in the midst of the
investigation, the petitioner asked as to how Panigrahi could
claim that she reached at the conclusion that the "girl was
not raped" on the basis of medical reports and FIR when the
police are investigating into the matter and the state
government has announced a judicial enquiry in the matter.

The writ petition however, has not yet been taken up
for adjudication in the High Court.
