Will not allow Russia to be destabilised: Medvedev

Russian President Dmitry Medvedev on Wednesday termed as "links of the same chain" the twin suicide blasts in Kizlyar and Monday`s bombing of metro stations in Moscow and pledged not to allow the country to be destabilised.

"Both terror attacks are links of the same chain. The
terrorists` goal is to destabilise the situation in the
country, destroy civil society and sow fear and panic in the
population," Medvedev said in remarks at the emergency meeting
of the national Security Council also attended by Prime
Minister Vladimir Putin.
"We will not allow this. As for the criminals, all of
them will be found and eliminated," he declared.

In all, 51 people were killed and over 100 injured in
the two terror strikes carried out by the North Caucasus-based
militants over last two days, amid fears of more strikes.

Medvedev also announced that he has signed a decree
on the complex security measures to ensure the safety of
railway and metro networks from the terror strikes.

He said that by 2014 whole transport network should
be equipped with complex security measures and the regional
authorities and transport companies should equally share the
responsibility for this.

Medvedev said the "most vulnerable" transport
infrastructure should be equipped by March 31, 2011, while an
advanced security system should be introduced in the Moscow
metro by January 1, 2014.

Yesterday, Putin had approved a scheme to equip the
entire public transport system with CCTV cameras as one of the
cameras in the blown metro coach helped in identifying the
attackers.

Medvedev also pledged to improve living standards
in Russia`s mainly Muslim North Caucasus republics including
Chechnya, Daghestan and Ingushetia, hit by a spate of
militancy.
"All social and economic programs in the North
Caucasus should be continued irrespective of anything," he
told the national Security Council sitting at his countryside
residence in Gorki, near the capital.
