Patna: Describing the alleged BIADA land
scam as akin to the 2G spectrum scam in view of similarity in
the allotment procedure, Bihar Leader of Opposition Abdul Bari
Siddique on Friday said and demanded a CBI probe into it.

The allotment procedure for both alleged BIADA scam
and the 2G spectrum scam was `first come first serve`,
Siddique told reporters here.
The BIADA land was allegedly allotted to the kin of
influential ministers and bureaucrats by tweaking rules in
2007 by the Nitish Kumar government as was the case in the 2G
spectrum scam in which Supreme Court ordered a CBI probe, he
said.

In the alleged BIADA land scam, the state government`s
integrity has come under scanner for the manner it tweaked the
allotment procedure to favour its own people, he said.

A CBI probe should be ordered into the matter as an
official or state agency was incapable of investigating the
alleged scam involving kins of influential ministers and
bureaucrats.
Siddique also rapped the state government for
settlement of Detailed Contingent bills of Rs 6,400 crore out
of the Abstract Contingent bills of about Rs 1,5000 crore
between 2002-03 to 2009-10 as pointed out by the CAG in its
audit report.

The CAG in its latest report had also questioned the
authenticity of the remaining DC bills and returned the same
to the concerned departments, he said and rapped the state
government for poor financial management.

The mismanagement of the AC/DC bills was a creation of
the NDA government as it had amended the treasury code several
years ago to increase the time span of submission of DC bills
to six months as against one month followed during the RJD
rule, he added.
