uproarious scenes with opposition MLAs shouting
anti-government slogans and staging a walk-out after the
Speaker Uday Narain Choudhary rejected their adjournment
notices on the fodder scam and the failure of the cooperative
banks to make payment to farmers for procurement of paddy.

Raising the issue in the House during zero-hour, the
opposition members, including the leader of the Opposition in
the house Abdul Bari Siddiqui, said the state cooperative
banks had allegedly failed to make payment to the farmers for
procurement of paddy.

"All the cooperative banks are facing serious financial
problems", Siddiqui said.

They demanded that the chair must accept the adjournment
notice on the issue for a debate. As the Speaker ruled that he
had rejected the notice as it was not in order, the
opposition MLAs stood in their seats and started shouting
anti-government slogans before staging a walk-out.

The opposition members during the zero-hour also raised
the issue related to multi-crore rupees fodder scam and urged
the chair to allow their adjournment notice on the issue in
the wake of alleged reports that a complaint has been filed
against Chief Minister Nitish Kumar and JD(U) leader Shivanand
Tiwari.

The House once again plunged into a bedlam as the Speaker
rejected the notice saying it was not in conformity with
the rules of legislative business.

Choudhary also said the matter be expunged from the
proceedings of the house.

The opposition MLAs later walked out of the House in
protest. They also held demonstration at the portico of the
house.
