New Delhi: MCD on Monday informed the Delhi
High Court that it has improved the methods to maintain the
city roads in good condition before the onset of monsoon.
Filing a reply to the suggestions given by two advocates,
appointed as amicus curiae by the court, before Justice
Kailash Gambhir, the civic body said it does not construct new
roads and has only the responsibility to maintain them.
The civic agency also claimed it has adopted methods
of specification like CPWD to test the material used for the
repair of the roads so that no contractor allows use of
sub-standard material.
Earlier, expressing displeasure at the condition of
the roads, the high court had appointed two lawyers Ashok
Sethi and Rajiv Saxena to assist the court and sought their
suggestions from them.
The suggestions were filed in April this year and the
court had asked the civic agency to make its stand clear
before the rainy season.
The lawyers had suggested that new roads should be
constructed in the place of repair work and the material used
for them also needed to be tested like the methods adopted by
CPWD to find whether quality material were used or not.
They also suggested roads should be made on the basis
of a long-term plan keeping in mind problems like water-
logging and then the entire project needed to be inspected by
a special cell.
